Student Accommodation Review
Student Accommodation Review



The purpose of a Student Accommodation Review is to provide the data and background information necessary for Bluewater District School Board to make a decision respecting accommodation and future viability of schools in meeting student accommodation needs.

As per the Student Accommodation Policy (BP-3101-D) of the Bluewater District School Board, approved on June 15, 2010, qualifying criteria may exist which will trigger an accommodation review.

Qualifying Criteria for the Commencement of an Accommodation Review Process:


1.
School loading capacity reaches less than 80% of the Ministry of Education loading and Appendix C of the Grant For Student Needs Calculation, including top up and rural funding, do not meet school operations expenditure requirements.(School Operations Grant is defined as the grant to provide resources for Plant Operations and Maintenance)
  
  
2.
School loading capacity is in excess of 120% of Ministry of Education Loading over a five year enrolment forecast period.
 
   
3.
School loading within a group of schools, that is reasonably accessible to each other, reaches less than 80% of the Ministry of Education loading and Appendix C of the Student Needs Grant Calculation, including top up and rural funding, do not meet school operations expenditure requirements.(School Operations Grant is defined as the grant to provide resources for Plant Operations.)
 
   
4.
School loading capacity within a group of schools that is reasonably accessible to each other is in excess of 120%, over a five year enrolment forecast period
  
   
5.
Enrolment conditions or accommodation design are such that required program conditions cannot be met.
   
    
6.
Health or safety conditions of the building are such that students or staff would not have a healthy, safe, learning or working environment.
  
    
7.
Age and/or condition of the building is such that the cost of renovations and alterations may be inappropriate in relation to program benefits. Within the study window these schools would normally fall within the “Prohibitive to Repair Category “as defined by the Ministry of Education.
   
    
8.
Five-year enrolment forecasts indicate that portable accommodation at the school site will extend beyond five years.
  
    
9.
For any other reason upon the recommendation of the Director of Education.  (Examples of this include, but would not be limited to, the following:  health, safety or environmental conditions affecting the immediate area of the school, unforeseen changes in provincial funding, request from the community, etc.)
   
       

Administrative Procedure (AP-3101-D) outlines the duties of the Accommodation Review Committee (ARC) and the process during a student accommodation review process.
