Primary Class Size Capital Funding for 2005-06 and 2006-2007

        

Background:

In June of 2006, the Ministry made Board’s aware of their intention to make a one-time adjustment to the board’s capital stock to allow for construction or acquisition of additional classroom spaces to address PCS related accommodation pressures. Ministry Memo 2006: SB10 identified 134.0 PCS space needs and an annual Capital Allocation amount of $158,547 to address PCS pressures in Bluewater. The calculated student places and funding was based on student populations and reducing OTG loadings to 20 students for purpose built kindergartens and reducing elementary classrooms loadings to 23 for the purpose of this exercise.

Memo 2006 : SB10 provided an opportunity to provide feedback on the SFIS Capital Plan website that could modify the number of PCS spaces and the resulting funding based on specific criteria identified on the SB memo. A summary of the submission is provided in the following chart:

PCS Capital Funding can only be used to construct or acquire classrooms required to address a school board’s Primary Class Size capital needs. The Ministry is requiring a Board Resolution indicating that any Capital Funds approved for PCS purposes will only be expended to construct or acquire classrooms to address PCS pressures. The Ministry will not approve any funding until the resolution is approved and received. As the Ministry is not updating their website until all is approved, Boards do not have formal notification of the actual approved number of spaces under consideration.



Recommendation:

That, in accordance with Ministry of Education direction, Bluewater District School Board confirms that
Primary Class Size capital funding will only be used to construct or acquire classrooms that are required to
address capital needs.
