Student Accommodation Review – North East Area and South Central
Director’s Report of Intent


Board Policy 3101-D Student Accommodation provides that accommodation reviews will be conducted when any of the following conditions prevail:

Conditions Triggering an Accommodation Review

1.      School loading capacity reaches less than 80% of the Ministry of Education loading or is in excess of 120% over a five year             enrolment forecast period.

2.      School loading within a group of schools that is reasonably accessible to each other reaches less than 80% of the Ministry of   Education loading or is in excess of 120% over a five year enrolment forecast period.

3.      Enrolment conditions or accommodation design are such that required program conditions cannot be met.

4.      Health or safety conditions of the building are such that students or staff would not have a healthy, safe learning or working  environment.

5.      Age and/or condition of the building is such that the cost of renovations and alterations may be inappropriate in relation to           program benefits.

6.      Five-year enrolment forecasts indicate that portable accommodation at the school site will extend beyond five years.

7.      For any other reason upon the recommendation of the Director of Education.  (Examples of this include, but would not be                 limited to, the following:  health, safety or environmental conditions affecting the immediate area of the school, unforeseen           changes in provincial funding, request from the community, etc.)

Accommodation Review

Timing

Should any or all of the above conditions prevail at any time the System Administrative Team will prepare reports for the Board’s consideration.  The Director will give notice to the board, the affected school councils and the general public that a review process has been initiated and reporting will be due to the board within 90 days of notice to the board, not including the summer months.


The following charts set out the condition by which each school triggers for an accommodation review and the related revised 5 year enrolment projections. Enrolment projects are based on the 2001 Census adjusted for variance from estimate to actual to October 2007.

The review will be conducted under the Boards Existing Policy BP 3102-D Student accommodation adjusted to comply with Ministry of Education Accommodation Review Guidelines issued October 31, 2006 as required and subsequent amendments to the board policy.

Both these school groups were subject to previous reviews. The following recommendation were made as result of those review:

Bayview Public School
That Bluewater District School Board defer the student accommodation recommendation for Bayview Public School subject to the Ministry funding announcement re: long term capital funding.
Strathcona Sr. Public School
That Bluewater District School Board defer the student accommodation recommendation for Strathcona Sr. Public School subject to the Ministry funding announcement re: long term capital funding
Sydenham Community School
That effective September 1, 2004, Bluewater District School Board approve that Sydenham Community School receive French Immersion Students from the closure of Victoria Public School based on a projection of 95 students.



Walkerton Area ( May 21, 2002)

Brant Township Central School

That it be the intent of Bluewater District School Board to consolidate the students from Brant Township Central School and Walkerton Public School at one site, subject to adequate funding being available.

Walkerton Public School


That it be the intent of Bluewater District School Board to consolidate the students from Walkerton Public School and Brant Township Central School at one site, subject to adequate funding being available.

Walkerton District Secondary School


That Bluewater District School Board defer Walkerton District Secondary School accommodation review to the next appropriate phase of the review process.

The attached Appendix sets out Accommodation Review Key dates and Work Flow schedules

Recommendation

1.      That the Board approve the Director’s notice of Intent to commence Accommodation Reviews at  Alexandra Community School, Bayview Public School, Strathcona Public School, Sydenham Community School, Brant Central School, Walkerton Public School and Walkerton District Secondary School  

2.      That the Director give notice to the affected schools, schools councils and the general public that a review process has commenced.

3.      That the first of four public information sessions be held on December 17th 2007, a minimum of 60 days after the notice of intent to review has been approved.

4.      That Local Accommodation Review Committee be appointed to conduct the reviews in the affected schools.

5.      That Bluewater District School Board make its final decision in regard to the Accommodation Review Recommendations no earlier than June 17th, 2008.
