Ross King called the meeting to order at 1:30 p.m. welcoming everyone to today’s meeting.

Friday Night Lights – Fall Classic
Through the dedication of West Hill Secondary Staff members and the support of the Owen Sound Community the first annual ‘Friday Night Lights’ football game between the WHSS Raiders and the OSCVI Falcons took place.  WHSS staff members and students worked together to in a variety of ways to organize this event.  Many community partners donated items and services to make the event a successful one.  In attendance at the board meeting to share the excitement were: Bernice Payne (WHSS Principal), Barb Osborne, teacher and Caly Osborne, student.

Representing BDO Dunwoody, Linda Bross presented the audited financial statements of the board for the year ending August 31, 2008.

Business Committee Report
The Business Committee Report from the November 4, 2008 meeting was received by the Board where members had received a presentation on the new Bus Planners Software as well as a report on Ministry Memo B13 pertaining to constraint on Board spending.

Educational Issues Committee
The Educational Issues Committee Report from the October 21, 2008 meeting was received by the Board.  A Delegation with Prior Notice was received by the Committee suggesting that changes made to the TRAIL Program have been made by the board without consultation.  Reports were received pertaining to the Queen Elizabeth II Aiming for the Top Scholarship, TRAIL Program, and EQAO Data.  A detailed report was received by the committee that in part responded to issues raised by the Delegation reflecting on changes made to the program since amalgamation and that these changes have streamlined the program to reflect changes in staffing and program delivery.  Building teacher capacity is a focus for classroom teachers, an approach that aligns with the “Education for All” philosophy.  A combined report on elementary and secondary EQAO data was also provided.

Policy Committee Report
The Policy Committee Report from the November 4, 2008 meeting was received by the Board.  The Policy Committee received a presentation from the Saugeen Planeteers on a No-Idling policy.  The committee agreed to revise policy BP 2105-D to incorporate the recommendations and referred it to the system for further review. Policy BP 2310-D “Software Selection and Installation” was endorsed as previously approved and policies BP 2311-D “E-Mail – Acceptable Use” and 2312-D “Network Resources – Limited Personal Use” were referred to the Board to be approved as amended.

Special Education Advisory Committee (SEAC)
The SEAC report from the October 27, 2008 meeting was received. The committee received several updates;  “Education for All” will be the framework for the April 24th PD Day, student services staff will be offering workshops on early dismissal and professional development days and that night courses are available for staff regarding Autism and ASD, one in Hanover and one at OSCVI.  Jax, a National Service Dog was present with Debbie Zevenbergen, a mom of an Autistic child and she provided the committee with information on the process required to obtain the dog and the yearly training requirements.  A draft Service Dog protocol was also presented.

Joint Health & Safety Committee
The report of the October 9th meeting of the Joint Health and Safety Committee was received.  The committee was provided with information and reports on the annual review of the Health and Safety Policy, power outages, fire extinguishers, fall training and school inspection schedules.

Student Senate Report
The student senate discussion focused on a new Ministry initiative for students “Speak Up”, and that funding is available.  Hearing loss was discussed as a health and safety issue and suggestions were discussed that would increase student awareness.  The student senate also received a presentation on the Ministry of Education’s funding formula related to student trustees.

Staff Reports

Parent Conference
John Chapman provided a summary of his impressions of the Parent Conference “In your Children’s Shoes” that was held on November 1st, 2008.  The student panel was most impressive and the trustees in attendance found this to be the highlight of the day for them.  Megan Myles, student senator participated on the student panel and stated that her participation in the conference provided her with a unique experience that has given her a greater appreciation for attending a UNESCO designated school and the experience of being a student senator.

Financial Report – 2007-2008
The final Financial Report for the year ending August 31, 2008 was presented, recording that Bluewater District School Board had a surplus of 1,444,892.

Bluewater Summer Activities Report
A successful Summer Institute was held in August and courses offered were well received.  The summer school session was successful and it was identified that 50 of the 170 students enrolled in the new credit program were from the newly expanded Co-op program.  Community use of schools continued through the summer and the Institute for Outdoor Education and Environmental Studies maintained a busy schedule.  The Leadership Symposium held in August, included managers and supervisors who were invited to participate in the “Crucial Conversations” in-service.

Letter from Penny Huettlin, President of OSSTF OPT
Trustees were provided with a copy of a letter directed to Mary Anne Alton from Penny Huettlin on behalf of the OSSTF OPT in District 7, expressing their appreciation for the leadership that the board’s bargaining team took in their collective agreement negotiations.  The second letter was addressed to the Honourable Kathleen Wynne, Minister of Education on behalf of the OSSTF OPT and Technicians, and it extended their appreciation for the recognition of their research document “The Pillars of Support”.

Communications – Staff/Trustees/Student Trustees
A media release was distributed pertaining to a Student Success presentation to the Educational Issues Committee prior to the Board Meeting.  The presentation highlighted the growth of Student Success in the last 6 years and was framed by the Ministry document Six Ways to Student Success.  The presentations provided trustees with a sense of the complex and dynamic work being done to change the culture in schools and to support the 4 key Pillars of Student Success: Literacy, Mathematics, Pathways and Community Culture and Caring.
