ELECTION OF CHAIR
Ron Motz was acclaimed as Chair of the Board.

ELECTION OF VICE-CHAIR
Judy Galoska was acclaimed as Vice-Chair of the Board.

COMMITTEE-OF-THE-WHOLE BOARD
Ron Motz, Chair, stated that he was not making any changes to the chairs of the following committees:
Chair of Business Committee – Jean Sullivan
Chair of Educational Issues Committee – John Lennon
Chair of Policy Committee – Carolyn Day
Chair of Closed Session – Judy Galoska

EXCELLENCE IN EDUCATION
YMCA Peace Medallions
David Armstrong referred to an article in Sun Times (Nov. 23, 2001 edition) reporting that in recognition of local peacemakers, YMCA Peace Medallions were presented to the following Bluewater District School Board staff: Dan Russell, elementary teacher and vice-principal and Betty Ann Souliere, elementary teacher - Hepworth Central school (assist behavioural students to deal with their problems); Eileen Wainwright and Jan Donnelly, elementary teachers - Victoria Public School (Virtues Program).

Excellence in Education at Georgian Bay Secondary School
Georgian Bay Secondary School students in the Music and Hospitality programs, along with their teachers Patrick Delaney (Music Program) and Lanny Waters (Hospitality Program), as well as Principal, Lori Wilder, and Vice-Principal, Glenn Boisvert, attended the meeting. Students and staff spoke to trustees about their experiences in the programs and their community participation. Trustees were treated to samplings of food from the Hospitality program and several musical selections from the jazz group, one of seven groups in the Music program.

COMMITTEE REPORTS
Policy Committee
The Board received the Policy Committee Report of the meeting of November 20, 2001. The Committee received an explanation
of the Prior Learning Assessment and Recognition (PLAR) and regulations surrounding it. The Committee referred both the
policy regarding PLAR and the policy regarding Antiracism and Ethnocultural Equity to the system for review. The Committee
reviewed the Field Trip Policy and tabled it until the new year.

Educational Issues Committee
The Board received the Educational Issues Committee report of December 4, 2001. Marnie Coke and Cynthia Lemon reviewed
Performance Appraisal of Teachers.
John Laverty presented an information report on Secondary School Reforms stating that the Board is in Phase 7 of implementation of secondary school reform. He reported on the December 7 System Professional Development Day.
David Armstrong and Diane Murphy presented a report on Community Education 2000-01 including an overview of the department activities.

Business Committee
The Board received the Business Committee report of December 4, 2001. The Committee received information on revised estimates filed with the Ministry of Education and a presentation on funding issues.

Contingency Planning Report re: Transportation (December 18, 2001)
Dean Currie presented the report and stated that the report reflects the money recently announced by the Ministry of Education and and is a proposal to recover the balance of $334,277 not received from the Ministry of Education.
The Chair indicated that he would vote on the motion to approve the report. The Board approved the report and it will be submitted to the Ministry of Education.

EDUCATIONAL ISSUES
Early Dismissal Days
John Laverty presented a report on early dismissal days. Two of four days have been completed. Blair Hilts, Vice-Principal,
West Hill Secondary School, commented from the administrators’ and secondary teachers’ perspectives. Christy Love, teacher at Elderslie Central School, commented from the elementary teachers’ perspective.

CORRESPONDENCE
Mearl Obee, District Manager, Barrie District Office, Ministry of Education.
Michelle Forge stated that the Board had applied to start two Section 19 classrooms and had initially received Ministry approval for one. The classroom will be located at Strathcona Public School with the Grey Children’s Aid Society. The second program has just been approved and is in partnership with a group called Full Circle. It will be located in the south Grey area and will be a residential/treatment program with the Board providing the teacher.
