RECOGNITION OF EXCELLENCE
Finance Department
The staff members of the Accounting and Payroll departments were recognized for meeting the following challenges during amalgamation:
-       physical requirement for at least half the staff to change locations
-       reorganize the department with less staff
-       combine payroll, accounting and financial reporting systems and procedures
-       build communication links to other staff
-       complete one additional accounting cycle to schools
-       re-establish and develop financial control.
Since amalgamation on January 1, 1998, there have been 40 changes in 14 Finance Department staff positions and of the original staff in place at amalgamation, there are only four remaining. With the exception of payroll management staff, all management in the department has also changed.
The Chair, Vice-Chair and Director presented them with the Board’s Lapel Pin of Excellence.

REPORTS FROM COMMITTEE OF THE WHOLE IN CLOSED SESSION
Judy Galoska brought forward two motions ratified at Committee-of-the-Whole (Closed Session) January 21, 2003:
•     Authorization for Bluewater staff to proceed with the design, tender and construction for replacement facilities for Wiarton District High School, Wiarton and Macphail Memorial Elementary School, Flesherton. •     Ratification of the Memorandum of Settlement with OSSTF Office Professionals’ and Technicians’ Bargaining Unit District 7 for the period September 1, 2000 to August 31, 2003.
COMMITTEE REPORTS
Policy Committee Report
The Board received the Policy Committee Report of a meeting held December 17, 2002, and approved Policy BP 6951-D "Assessment and Evaluation.

Educational Issues Committee
The Board received the Educational Issues Committee report of a meeting held January 7, 2003. The Committee received the following reports: Pathways for Students at Risk, Coop Report and Presentation, Early Reading and Early Math Strategies.

Business Committee
The Board received the Business Committee report of a meeting held January 7, 2003. The Committee received the Auditor’s Report and Financial Statements for Sept. 1, 2001 to August 31, 2002. The Committee ratified the Memorandum of Settlement with OSSTF Office Professionals’ and Technicians’ Bargaining Unit District 7 for the period Sept. 1, 2000 to Aug. 31, 2003. The Board received the Auditors’ Report and Financial Statements.

Joint Health and Safety Committee Report
The Board received the December 12, 2002, Report, including the Minutes of the Joint Health and Safety Committee.

EDUCATIONAL ISSUES

•     
Field Trip Requests - Bruce Peninsula District Secondary School
The Board approved the following trips:
-       Outers Dog Sledding Trip to South River, Ontario, from March 6 to 9, 2003.
-       Outers Trip to Canoe Lake, Algonquin Park, from May 23 to 30, 2003.
40 Hour Community Involvement Activities
The Board approved additional 40 Hour Community Involvement Activities at Georgian Bay Secondary School, John Diefenbaker Secondary School and Kincardine District Secondary School.

Student Data: EQAO Grades 3-6 and Balanced Literacy K-6
Mary Anne Alton and Dr. Fran Coe presented the above reports and the Board received the reports for information.
•     
Ontario Youth Apprenticeship Funding
The Board has received grant funding in the amount of $75,000 from the Ministry of Training, Colleges and Universities to support the Ontario Youth Apprenticeship Program (OYAP).

STAFF REPORTS
•     Learning for a Lifetime: Annual Report of the Director of Education, December 2002
David Armstrong presented the report and it was received for information by the Board.

•     Debenture By-Law Report (By-Law 2003-01-21-1) Regarding Non Permanently Financed Debt
Dean Currie stated that the Ministry of Education is providing a mechanism to permanently finance Non Permanently Financed Debt as a result of capital projects that were started before implementation of the student focused funding model. The Board approved the By-Law.
