Board Meeting Highlights


November 18, 2003


OATH OF ALLEGIANCE
Arlene Chegahno, appointed trustee by Chippewas of Nawash Unceded First Nation took the Oath of Allegiance and joined the
other Bluewater trustees at the Board table.

RECOGNITION OF EXCELLENCE
Director, David Armstrong and the System Administrative Team commended the 2000-2003 Bluewater trustees and stated that the
election and acclamation of all candidates was a vote of confidence from the electorate. David Armstrong commented on the challenges faced by trustees during their term of office.

Chair, Ron Motz thanked the Director and System Administrative Team for their kind words. He expressed the Board’s appreciation
for the privilege of working with the System Administration Team.

REPORTS FROM COMMITTEE OF THE WHOLE
One motion came forward from Committee-of-the-Whole in Closed Session, November 18, 2003. The Board approved amending its practice of Personnel Reporting to include comprehensive statistical data presented in summary form as a consistent item at regular public Board meetings and detailed Personnel Reporting in Committee-of-the-Whole closed meetings.

COMMITTEE REPORTS
Policy Committee Report
The Policy Committee Report of a meeting held October 21, 2003, was received. The Board considered the following Policies:

BP 6803-D “Nutrition” – referred to Community Relations, Elementary SAT and Secondary SAT Councils prior to being
referred to the system for review.
BP 6202-D “Non-Resident Students” – referred to Community Relations and Business SAT Councils prior to being referred to the system for review.
BP 2905-D “Indemnification of Board Employees and Members of the Board” – endorsed as previously approved by
the Board.
BP 5910-D “Driver Education” referred to Community Relations Council prior to being referred to the system for
review.
BP 1620-D “School Community Council” referred to the Community Relations Council prior to being referred to the
sytem for review.
BP 2101-D “Trespassing” endorsed policy as previously approved by the Board.

Educational Issues Committee Report
The Board received the Educational Issues Committee Report of a meeting held November 4, 2003. Under Celebration, the Committee received an information report regarding the Program Pathways For “At Risk” Students by David Armstrong.

The Board passed the following motions as recommended by the Educational Issues Committee:
•     a letter will be sent to the Minister of Education to support the recapture of two in-year Professional Development Days
•     a letter will be sent to the Minister of Education supporting the ISA process.

The following information reports were received:
•     ISA Cycle 5 Update
•     International Plowing Match Rural Expo, September 22-26, 2004
•     Ontario Youth Apprenticeship Program (OYAP)
•     Bluewater/Georgian College Educational Assistant Apprenticeship Program.

Business Committee Report
The Board received the Business Committee Report dated November 4, 2003. The Committee received an update on building
projects in progress under grants from the Ministry.

Joint Health and Safety Committtee Report
Judy Galoska presented a report of items dealt with at the Joint Health & Safety Committee Meeting held September 25, 2003.

EDUCATIONAL ISSUES
Field Trip Requests
The Board approved the following field trips:
•     Bruce Peninsula Dist. S.S. – Killarney Acid Rebound Study trip to Charlton Lake Camp, Killarney (May 6-11, 2004).
•     Owen Sound Collegiate & Vocational Institute – Grade 12 Senior Science Killarney Field Trip (May 8-12, 2004).
•     Wiarton District H.S. – Grade 10 and 12 New York City, USA field trip (April 5-8, 2004).

One request from a teacher at Walkerton District S.S. to apply to Department of National Defence Dependants Schools Overseas
was approved.

Student Data: EQAO Grades 3-6 and Balanced Literacy K-6
Mary Anne Alton and Marnie Coke presented this report. The data supports ongoing assessment and evaluation that continues to be the most accurate measure of student achievement.  Dr. Fran Coe also presented the 2003 Balanced Literacy data.

STAFF REPORTS
Student Accommodation, Phase III Report
Dean Currie presented the report for the three Owen Sound and area Sub Groups, namely, Owen Sound, Georgian Bay and Grey Highlands. Trustees passed the following motion: That “Pre 90-Day School Accommodation Review Reports” be prepared for the Elementary Owen Sound Sub Group and presented to the Board for review and go forward for decisions by January 20, 2004.
