Board Meeting Highlights


April 20, 2004


RECOGNITION OF EXCELLENCE

David Armstrong presented the following events that have occurred recently and commended the volunteers who have helped to make them possible:

Roots of Bruce 2004 (Walkerton) - 675 grade six students from Bluewater DSB and Bruce-Grey Catholic DSB participated. Eighteen agricultural sector groups were represented.
•     
Regional Skills Challenge - Partnership of Bluewater DSB, Bruce-Grey Catholic DSB and Georgian College. Over 80 students were involved in the technological skills challenge which will likely become an annual event. He thanked Barb Wright, Ontario Youth Apprenticeship Program Coordinator and her staff for assistance with the event.

Assessment and Evaluation Policy and Support Document
The Board recognized the efforts of the members of the Assessment and Evaluation Steering and Working Committees for their work in developing the Assessment and Evaluation Policy and Support Document. Because of their work Bluewater DSB has a clearly defined and consistent procedure for all teachers, K-12, with respect to assessment and evaluation practices which are embedded within the teaching and learning process. The focus must be continuous learning and improvement of student performance and this can be achieved by continually evaluating the assessment practices.
The Chair and Director of Education presented the members present with the Board’s Lapel Pin of Excellence.

REPORTS FROM COMMITTEE OF THE WHOLE IN CLOSED SESSION
The Board approved Personnel Report #4, dated April 20, 2004.

COMMITTEE REPORTS

Policy Committee
The Board received the Policy Committee Report of the meeting held April 6, 2004.
Items considered were:

Emergency Procedure - Bruce Nuclear Power Development – referred to the Community Relations Council for review and Jamie MacKinnon, Regional Nuclear Emergency Planning Coordinator.
Outdoor Education - endorsed as previously approved by the Board.
Criminal Background Check - referred to the Association of Bluewater Administrators prior to being referred to the system for review.
Transportation - referred the draft Policy BP 6501-D “Transportation”, with the inclusion of the appended Policy Option under “Urban Transportation for Elementary Students”, to the system for review.

The Board also approved Policy 4902-D “Travel Expenses” as amended. The amendment raises the Travel Expense rate to 37 cents/km effective May 1, 2004.

Special Education Advisory Committee
The Board appointed to the Special Education Advisory Committee for the term of this Board, Bill Rich, Alternate, Parent at Large.

EDUCATIONAL ISSUES

Field Trip Request
The Board approved a field trip for West Hill Secondary School, International Student Representative Conference 2004, Edmonton, Alberta, from August 1 to 8, 2004.

Concours 2004 Report
Mary Anne Alton presented a Press Release containing the results of the 2004 edition of Concours held on April 13th.

STAFF REPORTS

Financial Report April 2004
The Board received the March 31, 2004, Financial Report dated April 20, 2004.

Public Sector Accounting Board Financial Reporting Standards Report
Dean Currie stated that Ontario Boards current financial reporting standards have major exceptions to GAAP (Generally Accepted Accounting Principles). He outlined the usefulness of GAAP Financial Statements and the Ministry Initiative to move to Public Sector Accounting Boards (PSAB) and the proposed dates of implementation.

GST Exemption for School Boards Report
Dean Currie presented a report outlining the effect relief from payment of GST would have for the Board. The Board approved forwarding a letter to the Federal Minister of Finance requesting that the government provide all school boards with full relief from payment of GST.

COMMUNICATIONS

Correspondence
Judy Galoska was nominated by Jennifer Yenssen for the OPSBA Regional Position of Regional Vice-President/ Chair. Elections will be held at the OPSBA AGM in June.

Establishment of Committees
Margaret Gaviller was appointed as Liaison Committee representative on Bluewater District School Board/Bruce-Grey Public Education Liaison Committee.
