Board Meeting Highlights


May 3, 2005

 
The meeting was held at the Community Centre Complex, Chesley, in order to accommodate the many visitors interested in the School Support and Service Centre discussion.

RECOGNITION OF EXCELLENCE

David Armstrong mentioned the following items of excellence:

Grey Bruce Children’s Alliance Annual Leaders’ Summit - The Summit, held at Blue Mountain Resort, was co-chaired by Michelle Forge, Bluewater DSB Superintendent and Dr. Hazel Lynn, Grey Bruce Health Unit, Medical Officer of Health.
SPARCS Conversation - the Secondary Program and Review Conversations public forum was held at Chesley DHS on Sat., April 30th. Input from this consultation process will be vital for moving forward with defining secondary programming for Bluewater now and into the future.
Senate Committee on Social Affairs on Children’s Mental Health – Michelle Forge travels to Ottawa on May 6th to appear before the Senate Committee regarding children’s mental health. She will be presenting Bluewater’s partnerships and making recommendations to the Committee.

NEXUS Report
Dave Mason and Heather Spencer, TRAIL Resource Teachers, provided information on the NEXUS Program that was a unique educational event for forty Bluewater secondary school students. Four hundred gifted, creative secondary students from across the Western Ontario Region gathered to design, define and refine the Canadian Experience in the Year 2025.
The Chair and Director of Education presented Dave and Heather with the Board’s Lapel Pin of Excellence.

Delegations Where Prior Notice Has Not Been Given
Five people requested to be heard with respect to the location for the School Support and Service Centre. Each delegation had three minutes to make their presentation to the Board. The following persons presented:

Bob Gray – Hanover Business Person (Smitty’s Fine Furniture)

Delegations Where Prior Notice Has Been Given
Eight delegations gave prior notice that they wished to speak with respect to the location for the School Support and Service Centre and they were heard in the order they were received. Each delegation had five minutes. The name in brackets was the spokesperson.

Reports from Committee of the Whole (Closed Session)
The Board passed the following three resolutions in Committee-of the Whole in Closed Session on May 3, 2005:
Received Personnel Report #8, dated May 3, 2005.
Approved the appointment of Mary Anne Alton to Director of Education effective August 1, 2005.
Approved the proposed changes to the Transportation Contract.

COMMITTEE REPORTS

Educational Issues Committee Report
The Board received the Educational Issues Committee Report dated April 5, 2005. The Committee also approved the Early School Dismissal Plan which allows for a 1:30 p.m. dismissal on Oct. 26th and Nov. 30th, 2005, and Feb. 22nd and Apr. 26th, 2006.

Business Committee Report
The Board received the Business Committee Report of a meeting held April 5, 2005. The Committee heard a Delegation without Prior Notice – Municipality of Brockton and a presentation on the Technology Master Plan.

EDUCATIONAL ISSUES

Field Trips Approved:
South Bluewater Summer Exchange for students from South East Area of Schools to travel to Quebec City (July 18-29, 2005).
Georgian Bay SS Pursuits Ontario Educational Leadership Centre Visit on (Sept. 8-9, 2005).
Georgian Bay SS Pursuits Cyprus Lake and Rankin River Trip (Sept. 15-16, 2005).
Georgian Bay SS Pursuits Haliburton Forest Adventure Experience Trip (Oct. 3-7, 2005).
OSCVI Trip for students in Grades 9 to 12 to Northern Italy and France (March 9-18, 2006).
Kincardine DSS Senior Student Art Trip to Italy and France (March 8-21, 2006).
Concours Report
The annual event is conducted jointly by the local Canadian Parents for French and Bluewater DSB. It was held at Kinghurst Community School, Chesley, on March 30th. Thirty-five students from twelve schools participated in the event.

STAFF REPORTS

School Support Service Centre Addendum Report
Dean Currie presented the addendum report that had been prepared at the request of trustees to address further questions. Also present to respond to trustee questions were:
•     Ron Davidson, Land Use Planning Consultant•     Dave Branson, GeoSolutions Consulting Inc.

David Armstrong thanked the municipalities for the efforts in providing proposals for the Board and stated that the Board had charged the System Administrative Team with the task of providing as much information as possible in order for them to arrive at an informed decision.

A motion was passed to extend the meeting past 5:30 p.m. in order to resolve the matter.

A motion was passed to bring back to the table the motion regarding the School Support and Service Centre tabled at the March 29th Board meeting.

That Owen Sound be the selected location for the Bluewater School Support and Service Centre subject to final negotiation of the agreement, soil testing, and resolution of any legal issues.

Every trustee had another opportunity to ask any further questions for clarification and to comment on the process, including Student Trustee, Becky McComb. Trustees indicated at this time whether they would be supporting the motion. Trustee, John Chapman, requested that it be a recorded vote and the Chair indicated she would vote on the matter.
