Labour Updates

Please monitor this page for ongoing updates regarding labour negotiations and their potential impact on Bluewater District School Board schools.  Information will be posted as it becomes available.

October 6, 2019

We are pleased to report that during provincial negotiations held over the weekend, a tentative agreement was reached with the Canadian Union of Public Employees (CUPE).  While the agreement has yet to be ratified, all job action by CUPE will cease effective immediately as CUPE members resume their regular day-to-day job duties.

In Bluewater District School Board, CUPE members include custodial and maintenance staff.  We value the vital functions that these employees perform each and every day to keep our schools safe and clean, and are pleased to hear that a fair agreement has been reached that respects this important work.

October 2, 2019

The Canadian Union of Public Employees (CUPE) have provided notice that their current job action across the province will escalate to a full withdrawal of services on Monday, October 7, 2019 should a collective agreement not be reached by that time.

In Bluewater District School Board, CUPE members include custodial and maintenance staff only.

Bluewater District School Board’s senior team is working closely with administrators, managers/supervisors, and trustees to gather information on the impact that this potential strike will have on our schools and work sites.  As communicated previously, a strike contingency plan has been developed, and will be implemented as needed to minimize this impact.  Our planning will be particularly focused on any areas related to health and safety to ensure the most essential functions and supports are in place for our students and staff.

Our schools will remain open during this phase of job action.  We will continue to monitor closely the work actions of CUPE employees.  Should circumstances change that impact on the health and safety of our students and staff, we may need to review that decision and will advise you accordingly.

Our custodians and maintenance staff perform very important functions, and are integral to our schools.  We are hopeful that provincial bargaining with CUPE will resume as soon as possible with the goal of reaching a collective agreement.

The Ontario Public School Boards’ Association (OPSBA), who represents English public school boards at the central bargaining table with CUPE, will continue to work towards resolving this situation.

Further updates will be provided as new information becomes available.

September 30, 2019

Provincial negotiations held over the weekend with the Canadian Union of Public Employees (CUPE) ended without a collective agreement being reached.

Please click here for the media release issued by the Ontario Public School Boards' Association (OPSBA) for an update regarding negotiations with CUPE.

In Bluewater District School Board, CUPE members include custodial and maintenance staff only.

As a result, CUPE has chosen to begin job action across the province today, Monday, September 30, by launching a work-to-rule campaign. Work-to-rule means performing no more than the minimum requirements of an employee’s contract.

CUPE employees provide important services in our schools and facilities, and the withdrawal of certain services may cause challenges.  Some examples of services impacted include:
  • Cleaning of ministry unfunded areas, such as hallways, office areas, and gymnasiums
  • Ground maintenance (includes grass cutting, shoveling, etc.)
  • Picking up garbage outside or emptying outside garbage
Our schools will remain open to students and staff during this phase of job action.  However, please rest assured that we will be monitoring the impact to our schools and facilities very closely.  Bluewater District School Board has established a strike contingency plan, and we remain firmly committed to ensuring the safety of all our students and staff.

We value the important work performed by our CUPE members, and are hopeful that bargaining will resume soon with the goal of reaching a collective agreement.

OPSBA, who represents English public school boards at the central bargaining table with CUPE, will continue to work towards resolving this situation.

Further updates will be provided to parents/guardians and our school communities as new information becomes available.
