Excellence in Education – Student Voice Project
A video project organized by the Student Senate was highlighted featuring testimonials of students from all grade levels across the district reflecting on their personal experiences and sharing thoughts on learning, school involvement, and community engagement.

Field Trip Update
The following field trips were approved:
  • Peninsula Shores District School Europe Cultural and Reflective field trip, March 13 to 21, 2026, contingent that it aligns with all travel advisories at the time of the trip
  • Georgian Bay Community School Outdoor Education – Killarney field trip, October 6 to 10, 2025
  • Bruce Peninsula District School Fall Hike Outers Program, October 15 to 17, 2025; and Algonquin Outers Canoe Trip, May 14 to 21, 2026
Board Meeting Date Change
Trustees approved a motion to change the Regular Meeting of the Board from the third Tuesday to the fourth Tuesday in March 2026.

Business Committee Update
The report from the meeting held on May 6, 2025 included the following:
  • update on eligible schools for Rural and Northern Education Fund
  • revenue and expenditure forecasts to March 31, 2025
  • details from the Community Planning and Partnership annual meeting held on April 8, 2025
Trustees approved adding Beavercrest Community School and Highpoint Senior School to the List of Schools Eligible for Rural and Northern Education Fund Allocation.

Trustee Code of Conduct Complaint
Trustees made a final determination on sanctions related to a Trustee Code of Conduct complaint against Trustee Derrick Long.

Trustees approved the following motions:

That Bluewater District School Board confirm the determination made on April 15, 2025 that Trustee Long has contravened the Trustee Code of Conduct, specifically, sections 2.2, 2.4, and 3.3 (iii), as outlined in the Integrity Commissioner’s Report.

That Bluewater District School Board confirm the sanctions imposed on Trustee Long at the Regular Meeting of the Board on April 15, 2025, as follows:
  • That the Board of Trustees censure Trustee Long; and
  • That the Board of Trustees bar Trustee Long from attending the June 17, 2025 Regular Meeting of the Board; and
  • That the Board of Trustees bar Trustee Long from sitting on all committees of the board, for the period of 90 days, beginning June 1, 2025, and ending October 30, 2025, so not to include the months of July and August when there are no scheduled board committee meetings; and
  • That the Board of Trustees remove Trustee Long from the Audit Committee and appoint a new trustee for the remainder of the 2024-2025 appointment.
Trustee Wayne Peeters was appointed to the Audit Committee for the remainder of the current term.

Following the approval of the motions, Chair Jane Thomson read the following censure statement.

Censure Statement

At the Regular Meeting of the Board held this evening, Tuesday, May 20, 2025, the Board of Trustees determined by vote that Trustee Derrick Long contravened multiple sections of the Trustee Code of Conduct. As one of the approved sanctions, the Board of Trustees agreed to censure Trustee Long. This statement serves as the public censure of Trustee Long.

We, the Board of Trustees, voted in favour of accepting the results of the investigation carried out by Integrity Commissioner Michael Maynard of ADR Chambers, which found that Trustee Long breached the following sections of the Trustee Code of Conduct:

2.2 In addition to the specific items outlined by this policy, each trustee shall comply with board policies, procedure, and by-laws including, but not limited to, BP 1102-D “Role Description – Board of Trustees”, BP 1106-D “Role Description – Trustee”, and AP 1901-D “Trustee Use of Board Resources during an Election Period”.

2.4 Trustee conduct expectations, as outlined in this policy, also include online behaviour. Trustee behaviour through email, social media and other online systems must be respectful of board policy and confidentiality expectations.

3.3 (iii) Every trustee shall understand and respect the roles and duties of the individual trustees, the board, the director of education and the chair.

As the Board of Trustees for Bluewater District School Board, it is disappointing to once again find ourselves in the unfortunate position of imposing sanctions on Trustee Long. This latest situation speaks to a troubling pattern of reckless behaviour by Trustee Long that places the integrity and reputation of our board in a precarious position, while potentially eroding public trust in the work we do as trustees.

As elected representatives, trustees uphold an especially high standard as community leaders and role models for our public education system. When we fall short of this standard in the course of our work, the entire system is negatively impacted. Our role is centered around governance, which includes the important responsibility of establishing board policies that promote accountability throughout the system. When a trustee does not abide by one or more of these policies, as has been the case with Trustee Long, our work as trustees is undermined and public confidence in our organization is shaken.

During a time of increased cyber threats to school boards and other public organizations, our staff have been vigilant to ensure we are following best practices in keeping the information of students and staff protected. Email access restrictions have been implemented for countries outside of Canada to limit our exposure to attacks from criminal organizations.

By deliberately circumventing these security measures through his repeated attempts to access his board email from outside of Canada, Trustee Long has demonstrated a complete disregard for our policies while jeopardizing the cyber safety of our board. His conduct in this matter has been irresponsible, defiant, and falls short of the high standards expected of him in his role as a trustee.

This behaviour sets a poor example among our students, staff, and communities, and contravenes our commitment to responsible digital citizenship, as outlined in our board’s Multi-Year Strategic Plan.

We remain hopeful that Trustee Long will use this experience to reflect on and learn from the seriousness of his actions, with a view to taking corrective measures to ensure this is not repeated in the future.

Student Senate Report
Student Trustee Amy-Lee Whyte welcomed members of the incoming Student Senate in attendance and then shared an update on end-of-year preparations and activities that are occurring in schools.

The sports season is ending soon with track and field, rugby, soccer, badminton, and others wrapping up. Next month, Owen Sound District Secondary School will be hosting Ontario Federation of School Athletic Associations (OFSAA) lacrosse with over 300 athletes from across Ontario visiting.

Other upcoming and recent initiatives include: Relay for Life events to support the Canadian Cancer Society, a mock trial at the courthouse in Owen Sound, Europe and New York City school trips, Grade 8 days, the Indigenous Student Forum, and a range of activities focusing on culture, the environment, and anti-hate. Model United Nations clubs from several schools also attended the Southern Ontario Model United Nations Assembly in Toronto.

Next month, many schools will be hosting prom and commencements.

2024 – 2025 Student Trustees and Senators Recognition
Members of the Student Senate were recognized for their contributions, commitment, and support of students in Bluewater District School Board over the past year. Each student was personally thanked and presented with a letter and gift by Chair Thomson and Director of Education Lori Wilder. The students were also given an opportunity to share their individual plans for next year.

Bluewater Outdoor Education Centre
The Bluewater Outdoor Education Centre was highlighted for the many outdoor and experiential learning opportunities provided to students over its more than 50-year history. The current school year has seen overnight trips for approximately 65 Grade 6 classes and 12 Grade 7 and 8 classes, visits from Outdoor Education and Pursuits groups, and Indigenous educator professional learning with community elders. This included the recent Indigenous Student Forum.
